Dear Neighbors,

This year has certainly been full of challenges for everyone, and we’d like to extend our gratitude for your support during the implementation of the many COVID-related changes.   The common area limitations and restrictions will continue to be assessed in accordance with Association risk mitigation guidelines and on-going changes to Federal and State directives. In the meantime, please note that pool access has been adjusted to reflect seasonal hours (9AM – 6PM).

If you visited the Amenity Center this summer, you may have noticed the bathroom renovations and landscaping changes surrounding the pool deck.  Additional planned improvements include a refurbishment of the nature bridge, kitchen renovation, partial fence replacement between the basketball court and playground, landscape upgrades, pressure washing of common areas and the replacement of the splash park “landing pad”.

Parking/traffic-related problems remain the primary source of complaints to the HOA, despite repeated attempts to address the issue. We can all help reduce the frustration by simply obeying the laws and being considerate neighbors. Please be aware of the following:

  • The HOA has no authority over COJ streets or Rights of Way.
  • The HOA has no authority to change the 30 MPH speed limit.
  • Per COJ, Waterleaf is not eligible for speed bumps or traffic calming devices.
  • Whenever possible, residents should park in their own garages and driveways – not on the streets.
  • FL Statute 316.1945 prohibits blocking COJ SIDEWALKS (the sidewalk that crosses your driveway belongs to COJ).
  • Do not block MAILBOXES.
  • It is illegal to park within 30 ft. of a STOP SIGN.
  • It is illegal to park within 15 ft. of a FIRE HYDRANT.
  • It is illegal to park within an INTERSECTION.
  • It is illegal to park in front of a PUBLIC or PRIVATE driveway.
  • Per FL Statute 320.01, Golf Carts are not permitted on COJ streets, easements, or sidewalks in Waterleaf . They are also not permitted on HOA property.
  • Per FL Statute 316.2122, Low Speed Vehicles must have a valid title, registration and insurance, and be operated by a licensed driver in order to drive on COJ streets.

As we enjoy the beautiful outdoors, we need to be aware of our impact on the natural setting and the potential impact it has on us.

  • Pets: The use of doggie stations has increased during the pandemic, so an additional station has been installed. We’ve also increased the frequency of waste collection to reduce odor and overflow. Pet owners are reminded that COJ Code 462.301 requires them to properly collect and dispose of animal waste.

 

  • Geese: Do not feed the geese. Not only is improper nutrition potentially harmful to their development, cleaning up the unsanitary mess left behind is a time-consuming and costly expense to residents and the HOA.

 

  • Wildlife: Our community has multiple nature preserves and ponds. Please use caution outdoors, as these habitats can be home to venomous snakes, alligators, and other dangerous wildlife.

 

  • Stormwater System: Per COJ Code 754.204, it is illegal to spill, dump, or dispose of any material other than stormwater into a stormwater drain. This includes, but is not limited to, leaf litter, grass clippings, and animal waste. Stormwater drains must remain unobstructed at all times – do not block them with yard waste, trash, vehicle tires, etc.

One of the marks of a successful and vibrant community is the investment of the people who live in it. This investment is not only financial, as in the payment of assessments. Vibrancy requires a willingness to participate in the process – to not simply identify problems, but to offer meaningful solutions and help implement them.  Waterleaf has 607 homes. The semi-annual assessment of $293.00 is due January 1, 2021. Payments received after January 15, 2021 will be assessed a late fee. For your convenience, and to avoid a late payment, you may take advantage of the “auto-pay” option on the KW Property Management website. Finally, please join us at the pool for regular HOA Board Meetings on the 2nd Thursday of each month. Meetings begin promptly at 6pm and are usually an hour long. We hope to see you there!
